Berlin
Berlin Spielwiese (Friedrichshain), GameTower, Brettspielladen Spiele Comet. Germany invented the modern hobby-board-game category (Catan, Carcassonne) — Berlin scene mature. €3–6/hour. Friedrichshain base.
Paris

London

Copenhagen Bastard Café (donation-based — pay what you can), Faraos Cigarer game-shop-with-cafe. Strong Nordic gaming culture; English-friendly.
Madrid
Madrid Generación X, Bartertown. Newer scene than Berlin or Paris but growing. Malasaña base.
Amsterdam
Amsterdam The Maze, Bookstore Pegasus (combined book and game cafe). Smaller than Berlin but high-quality curation.
Strategy
