Tier 1 — reliably mild summer (15-22°C)
- Reykjavík + Iceland: 12-15°C. Light all night.
- Bergen + Norwegian fjords: 14-18°C.
- Faroe Islands: 10-13°C summer.
- Edinburgh, Glasgow: 14-19°C summer.
- Dublin, Galway: 16-20°C.
Tier 2 — pleasantly mild summer (18-24°C)
- Stockholm, Helsinki, Copenhagen: 18-22°C.
- Bilbao, San Sebastián: 20-24°C.
- Brittany (France): 18-22°C.
- Hamburg, Bremen: 19-23°C.
- Innsbruck, Salzburg: 20-25°C.
Alpine summer (cool at altitude)
- Cortina d'Ampezzo: Dolomites summer.

What to avoid for cool summer
- Mediterranean cities (Rome, Athens, Madrid, Seville): 35-40°C July-August.

Strategy
For mild-summer Europe, head north or to altitude. Atlantic coast (Brittany, Galicia, Ireland) is reliably 5-8°C cooler than Mediterranean. Norwegian fjords + Iceland are coolest.
