Montenegro is concentrated. Most travelers stay 3-5 nights. The pick is mostly Bay of Kotor area or beach-coast.
Kotor — for the UNESCO setting
Kotor's walled Old Town inside the UNESCO bay is the obvious central stay. Stay in Stari Grad for atmosphere or Dobrota just north for calmer bay-view. Best for: first-time visits, sights focus.
Budva — for beach
Budva is the beach-resort capital. The walled Old Town is small. Most visitors come for the beach strips. Best for: beach-focused trips, summer stays, anyone wanting pool-and-package.
Perast — for romance
Perast is a tiny village on the bay 15 min north of Kotor — Venetian palazzi, two islands offshore (one with the famous church). Stay 1-2 nights for honeymoons.
What to avoid
- Inland cities (Podgorica, Cetinje): Capital and old royal capital, but tourist appeal is limited.
- Far Adriatic strips (Bar, Ulcinj): Beachy but underdeveloped tourism.
- Anywhere advertised as "near Dubrovnik" but actually 1.5h drive: Verify on a map.
Combined trip with Croatia
Best 10-day Adriatic loop: 4 Dubrovnik + 3 Kotor + 2 Budva + 1 buffer. Drive the coast (rental car works). Skip Mostar unless 12+ days.
Cost reality
Montenegro is dramatically cheaper than Croatia for equivalent product. €60-€140/night for decent hotels, €15-€25 dinners. The whole country is among Europe's best values.
