District 1 (Innere Stadt)District 1 wins by definition — they're at your hotel door. From Neubau it's 15-20 min walk or 5 min on the U-Bahn. Real but not enormous.
Walking to MuseumsQuartier
District 7 (Neubau)Neubau wins — the MQ borders the district. From District 1 it's 10-15 min walk through the Hofburg.
Restaurants and evenings
District 7 (Neubau)Neubau decisively. Spittelberg, Burggasse and Kirchengasse are dinner-and-bar dense at locally-priced rates. District 1 dinner is hotel-restaurant pricing and tourist sets.
