Tier 1 — safest European cities

  • Reykjavík: Iceland is among the world's safest countries.
  • Helsinki, Stockholm, Copenhagen, Oslo: Nordic capitals have low violent crime.
  • Vienna, Munich: Excellent safety record.
  • Zurich, Geneva, Lucerne: Switzerland is uniformly safe.

Tier 2 — generally very safe

  • Most German cities (Hamburg, Berlin, Cologne): Generally safe with normal precautions.
  • Most Dutch cities: Safe with normal precautions.
